Though, it is almost clear that Nokia will be releasing a Windows phone with the AT&T network, the following press-release regarding the AT&T developer conference at CES should clear out even the worst sceptics.
At the event, Nokia will be talking about development of Windows phone, saying:

It is highly expected that Nokia will be announcing the release of Nokia Lumia 900, featuring LTE and a 4.3 inch screen-something that should please the US audience.
