The new Dev Center developed for Windows Phone 8 update is seen to have certain issues. While it was earlier reported that the newly developed apps are not getting installed in older phones, a bug was found out behind this issue. In addition, the bug is also said to mess up digital signatures that are there with these new apps published.
While the Redmond giant is trying to fix this bug, they do not want to take any risk and have, thus, paused publishing of new apps in the marketplace. Therefore, until and unless the fix is applied, the developers would have to wait to publish their newly created apps.
